TRI INVESTIGATORS AND ADMINISTRATORS
 A.Thomas McLellan, Ph.D. is the CEO and co-founder of the Treatment Research Institute (TRI) and an experienced substance abuse researcher. From 2009 to 2010, he was Science Advisor and Deputy Director of the White House Office of National Drug Control Policy (ONDCP), a Congressionally confirmed Presidential appointment to help shape the nation’s public policy approach to illicit drug use. At ONDCP, McLellan worked on a broad range of drug issues, including formulation and implementation of the President’s National Drug Control Strategy and promotion of drug treatment through the broader revamping of the national health care system. Dr. McLellan has more than 35 years of experience in addiction treatment research. In 1992, he co-founded and led (until his ONDCP appointment) TRI to transform the way research is employed in the treatment of and policy making around substance use and abuse. In his career he has published over 400 articles and chapters on addiction research. From 2000-2009 he was Editor-in-Chief of the Journal of Substance Abuse Treatment, and he has also served on several other editorial boards of scientific journals. Dr. McLellan is the recipient of several distinguished awards including the Life Achievement Awards of the American and British Societies of Addiction Medicine (2001 & 2003); the Robert Wood Johnson Foundation Innovator Award (2005); and awards for Distinguished Contribution to Addiction Medicine from the Swedish (2002) and Italian (2002) Medical Associations. In the 1980s, with his colleagues from the Center for the Studies of Addiction at the University of Pennsylvania, Dr. McLellan introduced the Addiction Severity Index and, later, the Treatment Services Review. Both are among the most widely used assessment instruments in the world.

Metzger, Ph.D, Vice President for Scientific Development: Dr. Metzger helps set the scientific direction of TRI. His appointment follows a June 2009 appointment as Scientific Liaison between TRI and the University of Pennsylvania’s (Penn) Department of Psychiatry. In that role he worked to strengthen the collaboration between TRI and Penn through innovative research projects crossing several disciplines. He brings a wealth of experience as Research Professor and Director of the HIV/AIDS Prevention Research Division at the Penn Department of Psychiatry. He is also the Principal Investigator for the NIAID funded HIV Prevention Clinical Trials Unit in Philadelphia and the Director of the Social and Behavioral Sciences Core of the Penn Center for AIDS Research (CFAR). As chair of the NIH HIV Prevention Trials Network (HPTN) Substance Use Working Group, Dr. Metzger helped design and lead the implementation of two large HIV trials with sites in the United States and Asia. He is currently Protocol Chair for the first randomized trial of drug treatment as HIV prevention (HPTN 058), being conducted among 1,500 heroin dependent injectors in Thailand and China. In June of 2007, he was the recipient of the NIDA International Program’s annual award for leadership in international research. In 2008, he was named a guest professor of the Wuhan Center for Disease Prevention and Control, in Wuhan, China.

Weinstein, Vice President of Finance and Regulatory Affairs: With more than two decades of clinical and management experience in the substance abuse and mental health fields, Ms. Weinstein joined TRI in 1995 after seven years in senior management positions with the Philadelphia Child Guidance Center. Her past senior positions include Executive Director of Interim House, a women’s residential treatment facility for recovering substance abusers, and consultancies with the Philadelphia-based Division of Substance Abuse at Thomas Jefferson University Hospital and the Coordinating Office of Drug and Alcohol Programs for the City of Philadelphia. At TRI, Ms. Weinstein oversees all financial reporting, including grant reporting, as well as strategic planning, budgeting and capital planning. She is also responsible for ensuring the quality of financial management and regulatory compliance.
 Abigail Woodworth, Vice President for Strategy and Public Affairs: Ms. Woodworth supports TRI’s overall strategic growth, including creation of partnerships and alliances that enhance mission value, the communications and public outreach efforts of the organization, and its products and services. Ms. Woodworth has extensive experience managing organizational development within non-profit and public health organizations. From 2004 until her appointment at TRI, she occupied senior management positions at the University of Pennsylvania as well as Johns Hopkins, developing and directing external relations efforts for mental health and substance abuse programs. In addition, she has served as co-chair of the Public Policy Committee for the National Network of Depression Centers, representing 20 leading academic Departments of Psychiatry. Prior to her work in mental health and substance abuse, Ms. Woodworth founded and ran a non-profit community arts center in West Philadelphia. She earned both her BA in Psychology and her MS in Social Policy from the University of Pennsylvania.
