Whether through legislation, regulation, purchasing practice, or by some other governmental means, policy makers at the federal, state and local level have extraordinary influence over the nature, type and amount of addiction and substance use programming. Through a number of venues, TRI disseminates scientific findings specifically for legislators and other policy officials. Our specialties include integrating substance use/abuse into primary medical care, cost-effective policy strategies for the substance abusing offender, and evidence-based purchasing at the policy level - such as performance contracting and other ways to promote treatment quality by purchasing results, not services. The preponderance of TRI policy work is conducted in the Center for Policy Research and Analysis. Among the Center’s many projects is its Mutual Assistance Program for States “MAPS,” a group of selected substance abuse directors who meet regularly to discuss major policy issues and develop implementation/evaluation projects of the directors’ choosing. The Addiction Studies Program for the States is an educational project for state teams of legislators and executive branch officials with jurisdiction over substance use and addiction issues; and the NQF Treatment Standards project is exploring dissemination and implementation issues with state policy makers. The work of other TRI sections and centers frequently takes on policy relevance. Findings from a study conducted by the Section on Treatment Systems Research suggest ways to relieve provider paperwork burden, for example. In the Section on Law & Ethics, evaluations of drug courts and other alternatives to incarceration have guided policy makers toward better, more cost-effective strategies for reducing criminal recidivism and return to drinking or drug-taking. Also designed for policy makers are TRI’s Research and Policy Briefs, a compendium of papers summarizing issues and research findings on addiction and related issues. |
